10th SepOHUA expense claims

As we advised previously, we unfortunately had to change our banking provider. After a somewhat lengthy process I am pleased to say that we now have a new account up and running. Any outstanding expense claims should be actioned in the next week to 10 days.

Unfortunately, we have recently been required to change our banking provider. We are therefore currently unable to process any outstanding expense claims or accept payment of membership fees.
We will resolve this as soon as possible and the issue will not be affected in any way by the introduction of the new South Central Area.

21st JulUpdated Covid guidance - July 2021

Following the Government moving to Stage 4 of their Covid plan new guidance has been issued by England Hockey.

Clubs and associations are still required to have a Covid officer, but participation agreements are no longer required. Venues may still implement Covid restrictions (such as wearing masks indoors) and these should be complied with.

There is no longer a requirement to send attendance registers to EH, but good practice is that these should still be maintained.

Umpires should still penalise breaches of hygiene guidance by the award of appropriate personal penalties (e.g. green card for players seen spitting). ... More

EH communication on Sanctions for Covid 19 related offences

The National Disciplinary Panel has recommended that the following penalties should be imposed as the MINIMUM periods of suspension for Red Card / Matchday Misconduct Offences where the behaviour in question amounts to breach of Covid 19 protocols:-

Regulation 6.5(a) offences:- 45 Days suspension
Regulation 6.5(b) offences:- 60 Days suspension
Regulation 6.5(c) offences:- 90 Days suspension

The NDP is fully aware that the recommended minimum penalties set out above exceed the mandatory minimum sanctions for each category of offence as set out in the Red Card/ MMO Regulations, but feel that the threat of a significant period of suspension is necessary in order to persuade everyone to take their responsibilities seriously and to observe the current Covid 19 protocols to the letter. The summary above also deliberately excludes any reference to Regulation 6.5(d) cases on the basis that breaches of Covid 19 protocols could NOT be regarded as minor offences and that any report from an umpire referring to Reg 6.5(d) in the context of Covid 19 would result in the offence being placed in one of the other three categories and penalised accordingly.

Finally, a reminder that the Disrepute Offence Complaint Regulations are very specific in saying that where the conduct which constitutes the disrepute offence amounts to conduct which would be viewed as a Red Card/ MMO then similar penalties should follow.

As a result of the move by EH to Step 4 of their return to hockey plan they have published detailed information specifying requirements for clubs, and individuals, to ensure a safe environment for hockey to be played in. As part of these requirements we have appointed Hatty Wood as OHUA's Covid Officer and she can be contacted by e-mailing Covid-19@oxfordshirehua.co.uk if you have any specific questions regarding arrangements for umpires taking appointments or feedback on clubs.

Please note that umpires are required to complete a Participation Agreement on the EH website, specifying Oxfordshire HUA as the organising body, before they can be appointed to any matches. Our thanks to those of you who have already submitted a form. The link will take you to the main Covid-19 support page on the EH website where all relevant information may be found, including specific guidance for umpires.

Any umpire wishing to join BHUA should email the Membership Secretary on graeme.whc@gmail.com with the following details:

Name, Contact email address, Contact number, EH Number and status e.g. Level 1 unassessed, Date of Birth and Club Association (if any).

There is an annual membership fee of £10 (Free for U18s) and payment details will be provided via return email.
